Heliodoro Moreno, Jr. was born and raised in the East Bay Area to a Mexican immigrant family. He honorably served in the United States Marine Corps for five years, serving a tour in Iraq and Afghanistan in support of Operations Iraqi and Enduring Freedom.
Heliodoro graduated cum laude from the University of Northern Iowa in 2007 with a Bachelor of Arts degree in Political Science. In 2010, he graduated cum laude from California Western School of Law in San Diego, where he was an associate editor of the California Western Law Review/International Law Journal and member of the Moot Court Honors Board. During law school, Heliodoro was a Certified Legal Intern at the Office of the California Attorney General and the San Diego County District Attorney's Office. He was also a law clerk at the United States Attorney’s Office.
